The Municipality of Penn Township was rapidly outgrowing its existing municipal
building when the Board of Supervisors interviewed and retained RSSC to provide a
plan for their future needs. That existing municipal building, which housed
administrative offices, police, library, tax office and public works, did not provide
adequate space. The site was not large enough to allow for the required additional
space for each department and had little room for expansion. Also, a conflict existed
between the truck traffic, police car traffic and the pedestrians using the library.
The Supervisors proposed to relocate the police department and public works off
site to another property owned by the township. The existing municipal building could
then be extensively renovated to provide more space for the library and municipal
offices. The entire lower level, previously utilized as garages for the public works
department, were converted into a new, state-of-the-art public library with stack
space, work space and community space large enough to serve the growing
population. The upper level offices and council chambers were renovated and
re-configured to provide improved offices and meeting facilities. The exterior of the
existing building also underwent a transformation into an attractive, workable municipal
center.
